Metsä Tissue Receives Approval for UK's Largest Tissue Paper Mill in Goole

Finnish manufacturer Metsä Tissue has gained approval to construct what will be the UK's largest tissue paper mill in Goole, Yorkshire, following a decision by the East Riding of Yorkshire Council. Developed in partnership with Wykeland Group, the state-of-the-art facility will cover around three million square feet and be built in phases, ultimately creating up to 400 direct jobs and thousands more throughout the supply chain. With an annual capacity of 240,000 tonnes of fresh fibre-based tissue paper, the mill will significantly increase UK self-sufficiency in tissue supply, boosting domestic production from 40% to nearly 85%. Strategically located within the Humber Freeport, the site benefits from special tax and customs incentives, supporting wider industrial investment in the region. Metsä’s investment also focuses on environmental and operational efficiency, employing advanced technologies and sustainable raw materials sourced from managed Nordic forests, as part of the company’s commitment to fossil-fuel-free manufacturing by 2030.
