International Paper Closes Savannah Containerboard Mill, Cutting Over 680 Jobs
International Paper has permanently closed its containerboard mill and packaging facility in Savannah, Georgia, as of September 30, 2025, marking the end of operations at a site with more than 85 years of history. The closure will reduce the company’s containerboard capacity by approximately 1 million tons annually and lead to about 680 job losses at the Savannah facility. This shutdown is part of International Paper’s broader "80/20" optimization strategy aimed at streamlining operations and focusing on high-value geographies and products. Alongside Savannah, the Riceboro facility is also closing, bringing combined job cuts to over 1,100 positions in Georgia. International Paper plans a $250 million investment to convert a machine at its Riverdale, Alabama mill to containerboard production, though this will not fully offset the capacity loss. The company commits to supporting affected employees with severance and outplacement assistance. Local leaders expressed deep concern over the economic impact on the Savannah community.
